Bolton: Blame Obama for Palestinian State Status

Former United Nations Ambassador John Bolton blamed the Obama administration for failing to block the U.N.’s defacto recognition Thursday of a sovereign Palestinian state, saying the White House never took the issue “seriously.”
john-bolton“This is a reflection of an ongoing failure by the Obama administration to take this issue seriously,” Bolton told Fox News’s Greta Van Susteren Thursday night, adding that the president should have moved more forcefully in October, when the Palestinian Authority was made a member of the U.N. and its affiliated organizations.
“It never should have been. Palestine is not a state,” Bolton said. “That’s a fact. And when the U.N. engages in this kind of activity, it just shows a real lack of administration commitment to stop it from happening.”
Bolton said the Obama administration could have taken a page from the playbook of former Secretary of State James Baker more than two decades ago when a similar effort to change the Palestinian Liberation Organization’s observer status at the U.N. from an “entity” to a “non-member state,” the same status held by the Vatican.
“We’ve been through this before. We did this 20 years ago and defeated the Palestinians,” Bolton said. “And this is how we did it. Secretary of State Jim Baker issued a statement saying he would recommend to the president that the United States make no further contributions, voluntary or assessed, to any international organization which makes any change in the PLO’s status as an observer organization.
“If the administration had simply done what Jim Baker did 20 years ago, this thing would have been deader than a doornail,” Bolton added.
The former ambassador, now a Fox News contributor, said he sees plenty of trouble ahead as the United States, Israel and other nations react to the new Palestinian status.
Pointing to Republican Sen. Orrin Hatch of Utah, who has threatened to introduce legislation to cut off U.N. aid, Bolton suggested that other members of Congress could move as well to end funding for other U.N.-affiliated groups with which the Palestinians can now claim association.
He said Israel should also prepare seriously for a move by the Palestinians to take complaints about Israel to the international criminal court now that they have standing in the U.N.
He noted that it would be “a big mistake on their part” for Israel to downplay the problems that such a move could create.

The IDF's former chief of staff who resigned over the Gaza expulsion, and who is now number 3 on the Likud's list, has openly allied himself with Feiglin. And again Binyamin Netanyahu is not pleased about losing the loyalty of Ya’alon. 
“The demand for territory without Jews anywhere else would be called ethnic cleansing,” Ya’alon said. “We cannot accept a demand for ethnic cleansing in the land of Israel.”
Vice Premier Moshe Ya’alon came out fiercely against a reported proposal for an Israeli construction moratorium in Judea and Samaria Saturday night, calling the prohibition of Jewish building “ethnic cleansing.”

Speaking to a packed audience at Jerusalem’s Great Synagogue, Ya’alon referred indirectly to a Haaretz report that Prime Minister Binyamin Netanyahu is willing to freeze all construction on government land in West Bank settlements if Palestinian Authority President Mahmoud Abbas resumes direct diplomatic negotiations.

Ya’alon said that Israel was under pressure from people who incorrectly believe the cause of the Middle East conflict is the building of homes in Judea and Samaria. He denounced that theory as “a corrupt way of thinking” and explained why the true cause of Middle East instability was the Islamic fundamentalism emanating from Iran.

The vice premier expressed confidence that an International Atomic Energy Association report set to be released on November 7 would expose to any remaining skeptics in the international community the military intentions of Iran’s nuclear program. He said he hoped sanctions on Iran could then be tightened.

Ya’alon called the Arab Spring “a regional earthquake” that exposed young Muslims to Western ideals such as human rights, women’s rights, freedom of speech, and “the sanctity of life as opposed to the sanctity of death.”

But he said he was not encouraged by radical elements apparently gaining the upper hand in Egypt and Tunisia, al-Qaida infiltrating Libya and Iran attempting to export its Islamic fundamentalism throughout the Arab world.

He made a point of not explaining his vote against the Gilad Schalit deal beyond what he had said before about his heart saying yes and his head saying no.

“We should be happy about the reunification of Schalit’s family but prepared to deal with the consequences for the future as a government and a society,” he said.

Wishing to avoid an American veto at the Security Council, the Palestinian Authority is considering turning directly to the United Nations General Assembly in September in order to gain international recognition of Palestinian statehood.

Palestinian sources and European diplomats say that the Palestinians will give up their effort to be accepted as a full member of the UN - a move that would require approval by the Security Council - and will seek instead recognition by the General Assembly of a Palestinian State within the 1967 borders, which will not be a full member of the organization. via haaretz.com
Following the failed meeting of the Quartet foreign ministers in Washington last week, the Palestinians recognized that the United States will veto any resolution that will be brought before the UN Security Council for unilateral Palestinian statehood. Moreover, the Palestinians have also concluded that turning to the Security Council with a request for full membership in the UN is a more complicated proposition, largely because of time constraints. Palestinian sources and European diplomats said that Palestinian Authority President Mahmoud Abbas and his aides are increasingly leaning toward a direct appeal to the General Assembly of the international organization. Even though the assembly lacks the authority to offer the Palestinians full UN membership, at the General Assembly the United States is unable to use its veto power against resolutions brought before the plenum for a vote. Also, the Palestinians would like the vote to take place during the General Assembly in the last week of September, and for this there is no need for a great deal of preparation. The vote at the General Assembly could be called with as little as 24 hours notice. A vote at the General Assembly is expected to end with a Palestinian victory and a large majority, as some 140 member states are expected to support recognition of a Palestinian state. Even though a General Assembly resolution is "weaker" than one by the Security Council, the Palestinians are comparing such a decision to Resolution 181 of November 29, 1947, in which the General Assembly approved the plan to partition Palestine. Senior Palestinian officials say that without the decision on dividing Palestine in 1947, Israel would not have had the international legitimacy to declare independence in May 1948.

Abbas's recent decision to expel Dahlan from Fatah is threatening to divide the faction into two separate parties. Dahlan is enormously popular among many Fatah cadres in the Gaza Strip, where there is great anger over Abbas's decision. via hudson-ny.org
Dahlan hates Hamas and Hamas hates him. It is reasonable to think that he is being forced out because he opposes Fatah’s cooperation with Hamas. Dahlan believes that in any such deal Fatah will eventually be the loser and Hamas will take over the PA. via crethiplethi.com
Many Fatah leaders are now threatening to quit the faction in protest against the dismissal of Dahlan. Even those who are not known as Dahlan supporters have come out against the decision because of the way it was taken.
They point out that the removal of Dahlan was carried out illegally and without the approval of Fatah institutions. They also note that as a member of the Palestinian parliament, Dahlan enjoys parliamentary immunity – a fact that Abbas preferred to ignore when he decided to remove him.

Another Fatah leader who is now challenging Abbas is Marwan Barghouti, who has been in Israeli prison for the past nine years after being convicted of organizing armed attacks against Israelis. Barghouti's wife this week published a letter she sent to Abbas in which she accused the Palestinian president and his top aides of turning their backs on her husband.

On the other hand, the Fatah-Hamas "reconciliation" accord, which was announced on May 4, seems to be going nowhere. The two rival parties were supposed to announce the establishment of a unity government this week. But the announcement was postponed indefinitely because of Hamas's refusal to accept Salam Fayyad as prime minister of the new government. It also seems that not everyone in Fatah is happy about the idea of having Fayyad as prime minister.
Hamas, meanwhile, is also witnessing a power struggle between its leaders in the Gaza Strip and those sitting in Syria, especially in regard to the reconciliation pact with Fatah and the fate of Israeli soldier Gilad Schalit, who has been held by Hamas for five years.
Two weeks ago, Palestinians were shocked when they learned that militiamen belonging to Ahmed Jibril's Popular Front-General Command opened fire at a demonstration in a refugee camp in Syria, killing 14 people and wounding many others. more via hudson-ny.org
Incidentally, nobody has ever been kicked out of Fatah for advocating, ordering, organizing, or participating in a bloody terrorist attack against Israeli civilians. Nor has anyone ever been thrown out for incitement or breaking the group’s commitments in the “peace process.” via crethiplethi.com

Strategic Affairs minister rejects notion that Palestinian bid for UN unilateral declaration of state will lead to int'l isolation; says Israel ready to renew talks: "We've been waiting for Abbas for two years."
Strategic Affairs Minister Moshe Ya'alon on Saturday rejected claims that Palestinian plans to go to the UN for a unilateral statehood declaration constitute a "diplomatic tsunami" for Israel, saying "we must not be afraid of the September scare tactics." The Likud minister made the comments during an interview with Channel 2.
Ya'alon said that Israel was taking diplomatic action to stop the UN Security Council from unilaterally recognizing a Palestinian State in September. He pointed out his own recent trip to Moscow to advance Israel's diplomatic interests and the efforts of President Shimon Peres, who warned South American leaders about the harm of a unilateral statehood while on his current trip to Italy. Ya'alon said that a unilateral declaration of Palestinian statehood in the UN General Assembly would not lead to Israel's isolation or have any concrete effect on the country. He added that Israel was prepared for a Palestinian outbreak of violence as well.
The Likud minister said the government would discuss French Foreign Minister Alain Juppe's proposed peace conference in Paris in the coming days.
Palestinian Authority President Mahmoud Abbas on Saturday cautiously welcomed a French proposal to convene Israeli and Palestinian negotiators in Paris to try to renew collapsed peace talks. Juppe this week offered to host talks to discuss ideas for a Palestinian state raised last month by US President Barack Obama, aiming to avert a showdown at the United Nations in September.
"We said that in principle this initiative is acceptable," Abbas told Reuters, two days after his talks with Juppe in Ramallah.
Abbas said the French plan "talks about President Obama's vision ...in which he spoke about a [Palestinian] state with the '67 borders with Israel, Egypt and Jordan."
Under the plan discussed with Juppe, "neither side would carry out unilateral actions," Abbas added.
Ya'alon said that there were "paradigm differences between the two sides." He stated that while Abbas had expressed willingness to go to Paris, the PA president had not agreed to begin negotiations with Israel.
"We are ready to go to the table. We have been waiting for Abu Mazen [Abbas] for two years," Ya'alon told Channel 2.
Juppe said he is "slightly optimistic" after his Mideast visit.
"I would be lying if I said I was very optimistic. I am slightly optimistic," Juppe said after his talks with Netanyahu.
The French proposal calls for Israeli and Palestinian negotiators to meet this month or by early July with an eye to reviving talks which broke off last year in a dispute on Jewish settlement building in land Palestinians seek for a state.

Can Latin America be saved

Israel's Deputy Foreign Minister, Danny Ayalon, is headed for Latin America on Wednesday to try to convince countries there to vote against the unilateral recognition of 'Palestinian statehood' in the UN General Assembly in September.
Ayalon will travel to Mexico City on Wednesday, for meetings there, followed by a trip to El Salvador where he will attend a meeting of the Organization of American States (OAS). Israel has observer status in the OAS.
"We have realized that we can make a counter campaign," Ayalon said Tuesday. "We must conduct a counter campaign to the Palestinians, even though they have a comparative advantage in the General Assembly. We are not going to give up."
Mexico did not follow Brazil's lead late last year and recognize a Palestinian state, and its position on the matter is considered very influential with a number of Central American states that have not yet recognized a Palestinian state. Among these are El Salvador, Guatemala, Honduras and Panama.
The wave of recognition of a Palestinian state that began with Brazil last year swept South America, with the exception of Colombia, but did not wash over Central America or the Caribbean states, who are also members of the OAS.
Colombia, Israel's closest ally in South America, is currently a member of the UN Security Council, and in various assessments being made in Jerusalem could very well vote with the US against a Palestinian state resolution in the Security Council.
While it is widely expected that the US would veto any such resolution in the Security Council, Washington is keen on not being isolated on the matter and is interested in getting other countries on the council to vote with it – thereby preventing it from having to use its veto.
Ayalon should at least be going to Honduras and Colombia. I'd even consider a trip to Aerrorisrgentina. Even though they have come out in favor of recognizing the 'Palestinian' reichlet, they are also familiar with the scourge of terrorism.
if there is one guy that needs to undo a misdeed it's Ayalon... or so I am told. He was responsible for the withdrawal from Gaza. My friend says this is unforgivable... but I at the time thought it was a good idea myself.  Thousands of Jewish families lost their homes because of Danny's actions.  Let's hope Ayalon gets a chance for redemption

Peres: Israel should write its own peace plan

Israel's President Shimon Peres told Deputy Secretary General of the United Nations Asha-Rose Migiro that Israel has no objections to a UN resolution declaring a 'Palestinian state' so long as the resolution includes provisions allowing Israel to live in 'security.'
Israel does not object to the United Nations passing a resolution calling for the establishment of a Palestinian State, providing that such a resolution includes provisions for Israel's right to live in security, President Shimon Peres told Deputy Secretary General of the United Nations Asha-Rose Migiro on Sunday.

In emphasizing the need for the UN resolution to include a guarantee for Israel's right to live in security, Peres clarified that security means stopping terror, as well as halting the smuggling of arms. If the resolution deals only with the security of Israel, he said, the Palestinians won't be satisfied, and if it relates only to a Palestinian State, the Israelis won't be satisfied. Therefore, he said, the resolution must contain the two components.

Minister of nat'l infrastructure: I'll call for annexation if Palestinians get unilateral state in UN; "We have to take care of our interests."

Dr. Uzi Landau, Israel's Minister of National Infrastructure, warns that in the event of a unilateral United Nations declaration of a Palestinian state, he will call upon Israel to annex the Jordan Valley and large, Jewish populated blocs in the West Bank:

“We'll have to take care of our interests,” Landau told Inside Israel's Mordechai I. Twersky in a wide-ranging interview April 21. “We'll have to take protect ourselves. If such a thing happens, I'm going to suggest to my government to extend out sovereignty over the Jordan Valley and over the highly-populated blocs we have in Judea and Samaria, just to start with.”


The former chairman of the Knesset's Foreign Affairs and Defense Committee invoked the Bush Road Map and a letter of commitment issued by the former president committing to Israel's retention of major Jewish population centers in the West Bank in any negotiated settlement with the Palestinians. If that signed agreement can't be honored, he said, all bets are off.

“If we don't see negotiations, and if we do a policy which basically makes the entire Road Map agreement a hoax, Israel should take care of its own interests,” said Minister Landau.

Landau said the Arab Spring has brought chaos to the Middle east, and could well spread to the important western allies of Jordan and Saudi Arabia. He questioned the logic of Israel signing a peace deal with a Palestinian leader, whose own future and that of his government, remains tenuous at best.

“Who knows what's going to happen in the future to any agreement we sign with, let's say, another chief of tribe in Judea and Samaria?” asked Minister Landau. “Today it's Abu Mazen (Palestinian Authority President Mahmoud Abbas). Who is it going to be in the future?”

Landau said the US Administration's continued insistence that a peace agreement between Israel and the Palestinian Authority is key to wider stability in the region – even in the face of spreading Arab unrest – is incomprehensible.

“This is clearly, totally detached from the present reality of the Middle East,” said Landau. “Anyone who lives here clearly understands that this is totally detached from the Middle East reality.”

France, Britain and Germany want EU and UN to replace US as 'peace talks' facilitator

France, Britain and Germany have called on the United Nations and the European Union to present a 'peace plan' for the Middle East, and to effectively replace the Untied States as the facilitator of 'negotiations.'
Putting the job in the hands of the EU and the UN would sideline the United States, Israel's closest ally which has tried unsuccessfully for months to get face-to-face negotiations going, as well as Russia, an ally of the Palestinians.
The big question mark is whether the United States would allow the Europeans and UN to take the lead in trying to resolve the standoff, and that is likely to depend on whether the Israelis give a green light, the diplomats said.
The Israelis and Palestinians have agreed to President Barack Obama's target date of September 2011 for an agreement, but negotiations collapsed weeks after they restarted last September.
The Palestinians insist they will not resume peace talks until Israel halts settlement building in the West Bank and east Jerusalem, lands Israel captured in the 1967 Six Day War which the Palestinians want for their future state.
And that is one reason why negotiations aren't likely to resume despite the fact that the Europeans promise
The diplomats said the three European countries have delivered the message in key capitals - including Washington and Jerusalem - that if the parameters of a final settlement are endorsed, the Palestinians will return to the negotiating table.
YNet adds:
The diplomat said the United States will almost certainly never accept a unilateral Palestinian declaration of independence, or any other measure that does not include a negotiated peace agreement.
That's why the three Europeans are pressing for the parameters of a settlement which would hopefully lead to a resumption of direct Israeli-Palestinian negotiations, the diplomat said.
The good news here is that the Europeans' votes in the Security Council are apparently not wrapped up yet.
Would letting the EU and the UN run the show for a while be a good idea? Well, maybe, if it means that the US will stop playing neutral and get out on our side like most Americans want to do.
no outside power can decide the borders within the Mandate set by Great Britain. Europe is going to have to talk to itself.

Foreign Ministry asks its diplomats to prevent Palestinian moves seeking recognition; tensions mount between Fayyad and PA over statehood.
Unelected 'Palestinian Prime Minister' Salam Fayyad is at odds with his colleagues in the 'Palestinian Authority' regarding the usefulness of the unilateral declaration of a 'state' of 'Palestine.'
The Palestinian Authority reaffirmed on Monday its determination to unilaterally seek recognition by the international community for a Palestinian state on the 1967 borders despite statements to the contrary by PA Prime Minister Salam Fayyad.
The announcement came amid talks in Ramallah of mounting tensions between Fayyad and the PA leadership over whether the Palestinians should proceed with plans to unilaterally declare a state without agreement with Israel.
Fayyad declared over the past few days his opposition to the PA's intention to seek unilateral statehood. He explained that the Palestinians do not want a "Mickey Mouse" state that has no sovereignty.
"We are looking for a state of Palestine, not a unilateral declaration of statehood," Fayyad said.
His statements drew criticism from some PA and Fatah officials in the West Bank.
Yasser Abed Rabbo, a senior PLO official and close advisor to PA President Mahmoud Abbas, announced that the Palestinian leadership would pursue its efforts with the UN Security Council and General Assembly to win backing for a unilateral declaration of statehood.
"We are working to ensure the backing of as many countries as possible [for the unilateral declaration] before the next session of the UN General Assembly," Abed Rabbo said. He also criticized the US Administration for opposing the idea.
A top aide to Abbas said in response to Fayyad's remarks: "The prime minister expressed his personal opinion. The Palestinian leadership has a different view."
Fatah sources told the London-based Asharq Al-Awsat newspaper that Fayad's statements were "unacceptable, incomprehensible and surprising." The sources said that the statement contradicted efforts made by Fatah and Abbas to gain international recognition for an independent Palestinian state. PA negotiator Saeb Erekat contacted Fayyad to reprimand him and ask him to explain his comments, the sources added.
Another negotiator, Nabil Sha'ath, said in response to Fayyad's statements: "The Palestinian people do not need the permission of anyone to declare their independence."

Jerusalem Freeze is over!

Let's now provide a full timeline:

Phase One: From 1992 until late in 2000, the PLO, and later the PA negotiated with Israel at a time when there were no limits on construction within settlements. They were, however, in no hurry to make a deal and, in fact, killed the talks in 2000. Incidentally, Israel made a huge concession from its previous positions to begin the process in 1993: No new settlements or territorial expansion of existing ones. It keept that commitment. The PLO and PA also made some "concessions": They would fight against terrorism. They didn't.  They never raised as a bargaining point the idea of a freeze on construction in existing settlements.

Phase Two: Then from 2000 to 2009--a decade--the PA refused direct any sustained peace negotiations at a time when there were no limits on construction within settlements. They never raised as a bargaining point the idea that they would end the violence (2000-2005) or that they would negotiate in exchange for a freeze on construction in existing settlements. That was President Obama's idea in mid-2009 and they rejected it.



Phase Three: After Israel did freeze construction, the PA wasted nine months--knowing the clock was ticking on the temporary freeze--without making any moves to accelerate, or even hold, negotiations.

Thus, the PA has wasted almost 20 years, during which thousands of buildings have been added to Israeli settlements.
Never Freeze Israel Again. Jews need Homes too

American State Department Spokesman Philip Crowley said via Twitter on Saturday that the United States is doing all it can to assure the continuation of negotiations between Israel and the American-backed Palestinians Authority. "

Doing all it can" is generally understood by political analysts to infer increased pressure on Israel to make concessions.

We have had a permit to build in Hebron for the past 3,800 years.

Did the first Jew in Hebron, Avraham Avinu, have a permit to purchase the caves of Machpela and the surrounding fields? Did he need a Prime Minister, Defense Minister or anyone else to verify and okay the transaction? Two thousand years ago Herod, King of Judea, constructed a magnificent monument to the Patriarchs and Matriarchs, a building still in use, to this very day. Did he ask Barak or Netanyahu to approve this classic structure?

In 1929 the age-old Jewish Hebron community was massacred and the survivors expelled. It is time that the nations of the world recognize that the roots of modern civilization are found in Jewish Hebron, the foundations of which commenced almost 4,000 years ago.
In 1967 Jews returned to Hebron and Machpela, (which was declared off-limits to Jews and Christians for 700 years). We did not conquer and occupy a foreign city. We returned - we came home.

The most normal act of existence is to grow and develop, to expand. To build. That is what we are doing in Hebron. First and foremost, providing a good thorough education for our children, from the very beginning.

This is why we are starting with a kindergarten, to be built on Jewish land, in the first Jewish city in Israel, in Hebron. No artificial freeze, no talks of an imaginary peace, can deny the Jews of their most elementary right: to live in city of Abraham, to grow in the city of Abraham, to build, develop and expand in the city of Abraham. This is our G-d - given right; an obligation, ensuring a continued thriving Jewish presence in Hebron for generations to come!

I'm disgusted. Obama takes most of Hamas off the terrorism list so they can get Western funding, but at least Canada sees the danger and ended all funding to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNWRA). As America continues to drop the ball as fighter for freedom and democracy, it is reassuring to see others pick up the slack. America has abdicated its divine role as the world's leading force for good and right under Obama's rule, and instead has aligned the country with the dark and evil axis.
We do not lead the way, and it is a dark time for proud Americans -- and worse yet for those across the globe who look to America as a beacon, a light unto the nations.
But Canada has taken up the slack under the brave stewardship of Stephen Harper. While Obama is busy removing Hamas from the terror list so that the jihad can be better funded, Harper is cutting off the snake.

Since last fall, the federal Conservative government has been withdrawing taxpayer funding from non-governmental organizations (NGOs) that use their grants to take sides against Israel in the Middle East conflict. Now comes word that last week, Ottawa told the United Nations it would no longer fund the world body's Palestinian refugee agency. From now on, Canadian aid to Palestinians will be directed to specific projects. We will no longer give lump-sum aid to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNWRA), since most of that money simply goes straight into the Palestinian Authority's (PA) general treasury, where it might be used for humanitarian projects or might be used to arm and train terrorists.
This is a bold move for Ottawa, which is the first Western government to cut off funding for UNWRA.
Although UNWRA has long been a biased player in the Arab-Israeli conflict, it is seldom criticized for its incitement of anti-Israeli hatred and violence by Palestinians. It has funded textbooks that deny the right of Israel to exist and paid teachers who call on Palestinian children to push the Jewish state into the sea. It harbours radical Islamists and anti-Semites on its payroll and was even caught in 2004 using its own ambulances to ferry terrorists away from Israeli sites they had just attacked.

But most politicians and journalists consider UNWRA to be sacrosanct. Too many swallow whole the agency's assurances that it is not involved in promoting terrorism and anti-Israeli sentiments in the West Bank and Gaza. Criticism of it always elicits howls that UNWRA's mission is only to care for four million refugees in 59 camps and promote peace and understanding in the region.

So rather than get dragged into a public relations war with the UN and its acolytes, last week, before Prime Minister Stephen Harper shuffled his Cabinet, then-Treasury Board President Vic Toews informed UNWRA and the PA that from now on, Canadian aid would be earmarked to specific projects, chosen by Ottawa, such as food aid.

Ottawa also announced it would defund Alternatives, a Montreal NGO that two summers ago organized an education camp in Quebec, welcoming "500 motivated militants" from Lebanon, Iraq, "Palestine" and Venezuela.

International Development Minister Bev Oda withdrew $7-million in tax dollars, too, from KAIROS, an "ecumenical partnership" that had adopted a vehemently anti-Israel policy and been at the forefront of boycotts against the importation of Israeli goods and visits by Israeli professors.

For too long, Ottawa has subsidized NGOs that claim to be after peace, but that in truth seek to demonize Israel. It's good the Conservatives are seeking to halt these attacks.

It is an open secret that large sums of money from the EU flow into Gaza in the guise of humanitarian aid and salaries for officials, but are actually funneled into the coffers of Hamas, which controls Gaza with an iron grip. This method of transferring funds into terrorists' hands could have been blocked by an international lawsuit, but according to journalist Avi Tarango, the United States Treasury has made this impossible by removing all but one Hamas man – Deputy Chairman of the Political Bureau, Musa Abu Marzouk – from the list of international terrorists.The updated terrorist list, published last week, takes up 443 pages. However, according to Tarango, who went over the list, none of the tens of thousands of people who form Hamas is mentioned – other than Abu Marzuk, who resides in Damascus. The terrorist list is meant for distribution in the world banking system, where the transfer of funds to anyone on the list is prohibited.
Cleared for Funding
Abu Marzouk is listed as having been born in Gaza on February 9, 1951, and as bearing an Egyptian passport with the number 92/664. “While branches of Hamas appear in the list under different names, such as 'The Students of Ayash,' 'The Muslim Brotherhood in Gaza,' 'The Iz A-Din El-Kassam Battalions,' the rest of Hamas's men do not appear on the list at all,” Tarango said.
"Musa Abu-Marzouk's presence on the list means that whoever tries to transfer money to him personally will be rejected by the world banking system and be accused of funding terrorism, but the transfer of funds to any other Hamas man will not arouse suspicion,” he explained.
According to published reports and other sources, the journalist said, the EU sends millions of Euros every month to cover the salaries of 77,000 employees of the Palestinian Authority and about 70,000 recipients of welfare aid in Gaza.
“EU laws define Hamas as a terror organization and therefore the EU people need to verify on a name-by-name basis that none of the people receiving salaries and support is a terrorist,” Tarango said. “This is done by the EU's cash transfer mechanism, PEGASE, which verifies that none of the recipients of salaries are members of Hamas's police force or activists of the military wing of Hamas, by comparing the names as received from the PA treasury department with the list of international terror activists. However, since the newly-updated list contains no Hamas officials except for Marzouk, the European check will find nothing and the funds for Gaza salaries will be transferred in whole to the Gaza banks.”

"All of the holy books are strewn about the floor, as are the mezuzot. We intend to begin rebuilding today," said Avi Cohen, a Nachliel resident. Cohen said that the building had been completed on 11 Cheshvan (October 29).
Cohen said that he begged with authorities to spare the building, but to no avail – and that after much pleading they let him remove the Torah scroll from the building. "It is unbelievable that they would destroy a synagogue without thinking twice, but they would not dare to touch a mosque," he said.

An Israeli NGO has sent a letter to US Secretary of State Hillary Clinton threatening a class action lawsuit if she continues to call Jewish cities and towns in Judea and Samaria 'illegal settlements.' The letter, which was also sent to Prime Minister Netanyahu, argues that the 'settlement freeze' is illegal under a 1924 treaty in which the United States recognized that Judea and Samaria were part of the British Mandate for 'Palestine.'
The Office for Israeli Constitutional Law, a non-governmental legal action organization, sent a letter to US Secretary of State Hillary Clinton last week, warning that by labeling Jewish settlements in the West Bank illegal, she is violating international law.

Prime Minister Binyamin Netanyahu declared a 10-month settlement freeze last Wednesday, but the letter, which was also sent to Netanyahu's office, states that under the legal principle of estoppel - which precludes someone from denying the truth of a fact which has been determined in an official proceeding or by an authoritative body - any demand on Israel to freeze construction within the mandated borders is illegal under US law.

According to one adviser, Netanyahu's staff is reviewing the documents and will discuss the issues before replying to OFICL's planned actions.

It is often forgotten that during his first term as prime minister, from 1996 to 1999, Binyamin Netanyahu drew the ire of the Right and eventually lost his government because he felt compelled to fulfill obligations toward the Palestinians undertaken by previous governments. He turned over a majority of Hebron to Palestinian control and agreed to further steps toward Palestinian autonomy in the Wye River Accords.

At the time, he was angrily critical of the Palestinian government of Yasser Arafat for failing to implement its part of Oslo, including ending incitement, cutting support for terror organizations and establishing security and the rule of law in PA-controlled areas. But whatever his qualms or political ideals, he faithfully implemented past agreements.

Shortly after returning to the Prime Minister's Office in March, Netanyahu publicly offered the Palestinians statehood. It is impossible to read his mind to determine if the offer was sincere, but it is fair to assume from past experience that he feels obligated to past Israeli agreements, including Oslo and the road map, both processes that have as their logical conclusion a Palestinian state.

If the Palestinian leadership renounces Oslo in favor of unilateral statehood, it will break the international agreements that have obligated Israeli governments and driven a process that, in the final analysis, already sees much of Palestinian life under Palestinian control.
