The State Department said Thursday that its goal is to welcome 35,000 permanent refugees from the Middle East and South Asia in fiscal 2014.
30,000 Syrians are slated to be moved into permanent or long-term homes abroad by October if the U.N. refugee agency meets its goals, The Washington Post reported.
The target would include vulnerable Iraqis, Afghans, Iranians and Pakistanis, as well as Syrians.
The United States does offer a form of short-term asylum, however. Syrians who were already in the country on work, student or other temporary visas as of last June are eligible to remain at least into 2015. In 2013, more than 1,300 Syrians applied for and received that extension.

The spy agency reportedly has backdoor access to numerous hardware and software systems from prominent tech companies such as Cisco, Dell, and Western Digital, among others. The NSA can even exploit Microsoft Windows error reports to find weak spots in compromised machines in order to install Trojans and other viruses.

Dieudonné himself.
It is a the combination of an inverted Nazi salute and a traditional French gesture meaning “fuck you,” popularized by a French ‘comedian’ named Dieudonné M’Bala M’Bala.
The gesture has spread rapidly in France. Jean-Yves Camus, a French academic who studies the extreme right, says the quenelle has become a “badge of identity, especially among the young, but it is doubtful that all of them understand its true meaning”. Dieudonné, Mr Camus adds, has become the hero of a movement which sprawls across the traditional boundaries of right and left – anti-system, hungry for conspiracy theories, convinced that the world is run by Washington and Tel Aviv [sic]. Mr Camus says that the “spinal column” of the movement is the conviction that “the Jews pull all the strings”.
Despite several convictions for anti-Semitic remarks, Dieudonné has strayed once again over the boundary between self-proclaimed anti-Zionism and outright provocation. During his one-man show, he attacked Patrick Cohen, a Jewish radio journalist who has publicly criticised him. Dieudonné said: “When the wind turns, I don’t think he’ll have time to pack a suitcase. When I hear Patrick Cohen talking, you see, I think of gas ovens.” France Inter, the radio station for which Mr Cohen works, has brought a case against Dieudonné for provoking racial hatred.
It has become a sport to take photographs of oneself making the quenelle in front of places of Jewish significance, like synagogues, Auschwitz, the Kotel, etc., or with unsuspecting Jews (photos courtesy Algemeiner.com).

 — King Abdullah appointed one of his sons on Sunday as the new governor of Mecca, a prestigious and influential position that includes oversight of Islam's holiest shrine, the state media reported.
The 43-year-old Prince Mishaal, who is the king's sixth son, will govern the province of Mecca which is home to the Kaaba, the black cube-shaped structure toward which Muslims pray, as well as the large Red Sea city of Jiddah. The move is a reflection of how the 89-year-old king has steadily put his closest relatives in top posts since his ascension to the throne in 2005.
News of the royal order was published in state-owned media. The Saudi Press Agency reported that Mishaal will take over the job from 73-year-old Prince Khalid, who oversaw Mecca's affairs for six years. Khalid was named the new Education Minister. The outgoing minister, Prince Faisal who is also the king's son-in-law, requested he be relieved of the post, the report said.
Another of the king's sons, Prince Mutaib, is head of the Saudi Arabian National Guard, while his son Prince Abdulaziz is the deputy foreign minister and another son, Prince Turki, is deputy governor of the capital Riyadh.
But unlike in Western monarchies, the throne passes through brothers who are the sons of modern Saudi Arabia's founder, King Abdul-Aziz Al Saud. Saudi Arabia is one of the world's last standing absolute monarchies and authority is concentrated within an aging and shrinking circle of Al Saud family leaders.
King Abdullah has already outlived two appointed successors from among the elderly group of sons of Saudi Arabia's founding monarch. He named his half-brother, 76-year-old Defense Minister Prince Salman bin Abdul-Aziz, as Crown Prince last year to succeed him. Salman had previously served for almost 50 years in the influential post of governor of Riyadh.
Before Sunday's appointment, the king's son Mishaal was governor of Najran, a southwestern mountainous region of Saudi Arabia that borders Yemen and has a significant population of Ismaili Shiites, an offshoot of the kingdom's Shiite minority.

Desperate Greek citizens are intentionally infecting themselves with the HIV, in a bid to qualify for benefits which are given to sufferers of the killer virus, a report has claimed.
A World Health Organization report has revealed what it calls a ‘significant rise’ in the number of sufferers between 2007 and 2009, when the European financial crisis brought the country’s economy to its knees.
The number of reported new infections then continued to soar, from 22 in 2010 to 245 in 2011, according to the European Centre for Disease Prevention and Control.
Shockingly, the research said around half of new cases could be self-inflicted by drug addicts who want to cash in on welfare handouts.
In Greece, HIV carriers are entitled to a state benefit of 700 Euros per month as well as access to drug substitution programmes which can help battle the illness.
A European Union-funded injection site, the first of its kind in Greece, has also been opened in a run-down part of central Athens in October this year.
Addicts are paid small sums of money for visiting the facility and providing data for anonymous surveys, as well as returning to pick up their HIV test results.
The WHO report cited a piece of work by the country’s Mental Health Research Institute in 2011 which noted ‘the well-founded suspicion’ that some problem drug users ‘are intentionally infected with HIV, because of the benefit that are entitled to approximately 1,400 euros every two months.’

Austerity measures imposed by the Greece since their economic crisis have caused disturbances in country. But drug experts have urged the government not to impose cuts on drugs benefits, saying removing support networks could make matters worse
Thomas Kattau, a Council of Europe official said: ‘There are alarming figures in Greece. So I think it’s very important that vulnerable people are targeted for treatment.’
Kattau said program like the injection-zone had been regarded as successful in Germany, the Netherlands and other European countries, as well as Canada.
He added: ‘The experience in those countries shows they don’t use to the money to buy drugs, but things like hygiene products. So it puts them on a road to recovery.
‘In the end the goal is to stop the spread of HIV-Aids. Every euro invested into drug treatment is an investment to public health and public safety.

(Simply) A nude painting named Juno, which was painted by baroque artist G E Schröder and has hung in the dining room of the Swedish Parliament for 30 years has been taken down for fear of offending the sensitivities of feminists and Muslim visitors, Swedish newspaper, The Local reported on Thursday.

Explaining the ban on the baroque breasts, a source from the parliament said: "You have to think of the foreign guests, especially those from Muslim countries."
The deputy speaker of Sweden's parliament, Susanne Eberstein, also a prominent Social Democrat, added:
"I think it is more a feminist issue. It's tiresome (looking at) a bare-breasted woman when I sit at public dinners with foreign guests. I think it feels a little hard to sit there with men who look at us women."

Knesset speaker blasts US hypocrisy for refusing to release Pollard

America has been spying on Israel. So why the big deal about Pollard? let him go...
(Carl) Knesset Speaker Yuli Edelstein, a former prisoner of conscience in the Soviet Union, has blasted the United States government for its hypocrisy in refusing to release convicted Israeli spy Jonathan Pollard. 
Knesset speaker Yuli Edelstein (Likud Beytenu) assailed Washington for “hypocrisy,” saying that “this is a severe case and I hope this is the iceberg rather than the tip of the iceberg. Otherwise, this case is liable to do damage to our relations with the US.”
“For 28 years, the US administration has been preaching to Israel about the danger and the lack of trust that results from spying on allies and today it turns out the shoe is on the other foot,” the speaker said. “There is no other way to characterize it other than hypocrisy.”
Edelstein wasn't the only senior Israeli politician to take a swipe at the United States.
"The secret is out,” Transportation Minister Yisrael Katz said on Sunday. “The US is systematically spying on the defense and diplomatic leadership here in Israel. Is this how friends treat each other?”“Pollard was arrested for much less,” Katz said. “I plan on proposing in today’s cabinet meeting that Israel demand an American statement vowing to put an end to the surveillance and to immediately release Pollard in light of the most recent revelations.”
Bayit Yehudi MK Ayelet Shaked, who heads the parliamentary lobby devoted to advancing the cause of Pollard’s release, said on Sunday that “the most recent revelations about spying and surveillance by the US against its ally needs to light a red light of morality for any logical person.”
“There needs to be reciprocity in any relationship between countries,” Shaked said. “It is inconceivable that while Pollard has been rotting in an American prison for decades for spying, which was considered an unforgivable crime by the American government, we are now informed that the US has been spying against Israel, and this is just swept under the rug.”
And it wasn't just coalition MK's who spoke out.
Opposition leader Isaac Herzog told Israel Radio that he hopes Snowden's revelations will lead to new thinking by the Israeli government about how to bring about Pollard's release in an effective manner.
"There needs to be new thinking because the time has come," Herzog said.

Labor MK Nachman Shai, who heads the Knesset Caucus on US-Israel Relations, called for a special meeting of the Foreign Affairs and Defense Committee to discuss the American espionage.
He said that Israel has not spied on the US since Pollard was caught in 1985.
“The silence of Israeli officials following these reports is disappointing and shameful,” Shai said.
“We cannot let such revelations pass quietly. Like Germany and Brazil, we should ask the US for clarification, or at least confirmation that such spying has stopped.” 
And in case you've forgotten why Pollard's sentence is so ridiculous:
Pollard has already spent 28 years of the life sentence in a federal prison for passing classified information to an ally. No one else in the history of the United States has ever received a life sentence for this offense, whose median time served is two to four years. It's time to free Pollard.

Truth be told: Pollard never spied on the US for Israel

(Carl) Lee Smith argues that the recent declassification of a CIA damage assessment of Jonathan Pollard's activities proves that Pollard never spied on the United States for Israel, and that he ought to be freed. 
Even as Israeli leaders have regularly petitioned their American counterparts for Pollard’s release, so little has been known about the details of the Pollard case that it was easy to assume the very worst. For instance, there was the widespread belief that Pollard had committed “treason,” as then-Secretary of Defense Caspar Weinberger wrote in a memorandum to the judge sentencing Pollard. There was also speculation that the intelligence he sold to Israel had found its way into the hands of the Soviet Union, which had led to the deaths of several American agents. Perhaps the truth was even worse: Why else would former CIA director George Tenet have threatened to resign when President Bill Clinton considered Israeli Prime Minister Benjamin Netanyahu’s request to have Pollard released?
After more than 25 years of speculation, documents released last week to the National Security Archives at George Washington University provide us, for the first time, with many of the details of the espionage activities that have made Pollard one of the most controversial figures in the history of the U.S. intelligence community. What the documents, particularly the CIA’s 1987 damage assessment of Pollard, show is that both Pollard’s detractors and supporters possess vastly distorted views of him. But it is the narrative put forth by those who insisted that Pollard was the most treacherous U.S. spy since Benedict Arnold that has caused real damage to the fabric of this country—more damage, in fact, than Jonathan Pollard ever did.
Contrary to the widespread belief, the CIA report reveals that Pollard did not procure secrets about the United States—nor did Israel ask him to. The intelligence he provided his Israeli handlers consisted of the information that the United States had acquired concerning Arab and other Middle Eastern states. This information may not change the minds of long-time detractors, but it vindicates those who have argued that Pollard, having already served a punishment that fit his crime, should be released.

Israel “did not request or receive intelligence concerning some of the most sensitive US national-security resources,” Pollard told his CIA investigators. “The Israelis never expressed interest in US military activities, plans, capabilities, or equipment. Likewise, they did not ask for intelligence on US communications per se.” The fact that Pollard did not collect intelligence against his native country is reflected in the June 4, 1986, indictment handed down by the U.S. District Court for the District of Columbia. Pollard was charged with violating Title 18 United States Code, section 794(a), gathering or delivering defense information to aid a foreign government. This federal law “makes it a crime to deliver defense information to a foreign government ‘with intent or reason to believe’ that the information is to be used in one of two ways: ‘to the injury of the United States,’ or, alternatively, ‘to the advantage of a foreign nation.’”
Presumably recognizing that Israel is an ally and not an enemy, the indictment specifies only the second part of the statute, charging Pollard with delivering “information and documents relating to the national defense of the United States, having intent and reason to believe that the same would be used to the advantage of ISRAEL.”
“The indictment is scrupulous,” I was told by Angelo Codevilla, who has followed the Pollard case since serving as a senior staff member for the Senate intelligence committee from 1978 to 1985. Codevilla argues that the swarm of accusations against Pollard over the years is implausible on the face of it. “Pollard was an analyst. He is alleged to have given away information to which no analyst had any access,” he said. “All of what has been said about what he did, including the secret memorandum that Caspar Weinberger wrote to the court in order to influence the judge’s sentence, is nonsense.”

Codevilla suggests that even Weinberger’s memo may have been the end result of bureaucratic bluster. “All of this started in 1981 when Israel bombed Iraq’s nuclear reactor at Osirak,” he said. “The CIA was aghast that the Israelis had done this, because they thought they had a good thing going with Saddam Hussein.” Even as the senators on the intelligence committee, including Daniel Patrick Moynihan and Scoop Jackson, all celebrated the Israeli strike, the CIA was incensed. 
“Bobby Ray Inman [then deputy director of the CIA] came into the Senate committee stomping up and down, and said he was going to cut off the satellite intelligence they fed Israel,” Codevilla recalled. “What Pollard did was to ignore these restrictions—which he had no right to do—and continued to supply Israel with the information. His sin was more against U.S. policy than U.S. security. The reason for the animus against him was that he subverted U.S. policy.”

(Shiek) In an era when the most minute and lurid descriptions of her husband’s anatomical and sexual details are common talk, Huma Abedin’s familial and professional connections to the world of jihad are unspeakable.
In a nutshell – quoting former federal prosecutor Andrew C. McCarthy writing at National Review this week – Huma Abedin “worked for many years at a journal that promotes Islamic supremacist ideology that was founded by a top al-Qaida financier, Abdullah Omar Naseef.” That would be for at least seven years (1996-2003), by the way, during which Abedin also worked for Hillary Clinton.
Let this sink in for just a moment. The journal Huma worked for – which promotes Islamic supremacism and was founded by al-Qaida financer Naseef, who also headed the Muslim World League, a leading Muslim Brotherhood organization – is called the Journal of Muslim Minority Affairs. It was edited first by Huma’s father, Syed Abedin, and now by her mother, Saleha Abedin. Saleha is a member of the Muslim Sisterhood. Mother Abedin also directs an organization (the International Islamic Committee for Woman and Child) that comes under the umbrella of the Union for Good, another U.S.-designated terrorist organization. As McCarthy reminds us, “the Union for Good is led by Sheikh Yusef al-Qaradawi, the notorious Muslim Brotherhood jurist who has issued fatwas calling for the killing of American military and support personnel in Iraq as well as suicide bombings in Israel.”
Given these alarming professional and family associations, it is hard to imagine how Huma Abedin ever received the security clearance necessary to work closely with the secretary of state. But she did, and from her powerful post, she undoubtedly exerted influence over U.S. policy-making. (In his National Review piece, McCarthy lists specific actions that bespeak a shift in U.S. foreign policy to favor the Muslim Brotherhood.)

has earnt US singer Robin Thicke a shiny new accolade –
that of ‘sexist of the year’.
The “Blurred Lines” chart-topper received the title from the End Violence Against Women Coalition after the lyrics to his worldwide number one were deemed ‘rapey’ by some critics.
Thicke tried his best to defend lines such as “I know you want it” and “I’ll give you something big enough to tear your a** in two”, but few could dispute that his choice of language came dangerously close to promoting non-consensual sex.
But I’m a "happily married" man, pleaded Thicke to deaf ears, after telling men’s magazine GQ that it was a “pleasure to degrade a woman” in his video as he had “never gotten to do that before”.
More than 60 member groups of the coalition voted in the ‘sexist of the year’ poll, which saw Prime Minister David Cameron come second – the same slot he landed in last year.
The organisers are sending Thicke a download voucher for Aretha Franklin’s “R.E.S.P.E.C.T” as a prize in a not-so-subtle attempt to transform his slippery reputation.
Thicke’s controversial video and sexist lyrics led to last summer’s “Blurred Lines” being banned in more than 20 universities up and down the UK, with students’ unions acting in an effort to “end rape culture and lad banter on campus”.
The End Violence Against Women Coalition’s Sarah Green extended her “heartfelt congratulations” to a “worthy winner”.
While attacking the pop star’s “concerted sexist efforts”, Green acknowledged that Thicke’s “Blurred Lines” video had in fact served to fuel a campaign against the objectification of women to “promote mediocre pop”.
“Sexism might be de rigeur for some music industry ‘creatives’ but the times they are a changin’,” she told ITV.

(Post) After the 9/11 attacks, the public was told al Qaeda acted alone, with no state sponsors.
But the White House never let it see an entire section of Congress’ investigative report on 9/11 dealing with “specific sources of foreign support” for the 19 hijackers, 15 of whom were Saudi nationals.
It was kept secret and remains so today.
President Bush inexplicably censored 28 full pages of the 800-page report. Text isn’t just blacked-out here and there in this critical-yet-missing middle section. The pages are completely blank, except for dotted lines where an estimated 7,200 words once stood (this story by comparison is about 1,000 words).
A pair of lawmakers who recently read the redacted portion say they are “absolutely shocked” at the level of foreign state involvement in the attacks.
Reps. Walter Jones (R-NC) and Stephen Lynch (D-Mass.) can’t reveal the nation identified by it without violating federal law. So they’ve proposed Congress pass a resolution asking President Obama to declassify the entire 2002 report, “Joint Inquiry Into Intelligence Community Activities Before and After the Terrorist Attacks of September 11, 2001.”
Some information already has leaked from the classified section, which is based on both CIA and FBI documents, and it points back to Saudi Arabia, a presumed ally.
The Saudis deny any role in 9/11, but the CIA in one memo reportedly found “incontrovertible evidence” that Saudi government officials — not just wealthy Saudi hardliners, but high-level diplomats and intelligence officers employed by the kingdom — helped the hijackers both financially and logistically. The intelligence files cited in the report directly implicate the Saudi embassy in Washington and consulate in Los Angeles in the attacks, making 9/11 not just an act of terrorism, but an act of war.
The findings, if confirmed, would back up open-source reporting showing the hijackers had, at a minimum, ties to several Saudi officials and agents while they were preparing for their attacks inside the United States. In fact, they got help from Saudi VIPs from coast to coast:
LOS ANGELES: Saudi consulate official Fahad al-Thumairy allegedly arranged for an advance team to receive two of the Saudi hijackers — Khalid al-Mihdhar and Nawaf al-Hazmi — as they arrived at LAX in 2000. One of the advance men, Omar al-Bayoumi, a suspected Saudi intelligence agent, left the LA consulate and met the hijackers at a local restaurant. (Bayoumi left the United States two months before the attacks, while Thumairy was deported back to Saudi Arabia after 9/11.)
SAN DIEGO: Bayoumi and another suspected Saudi agent, Osama Bassnan, set up essentially a forward operating base in San Diego for the hijackers after leaving LA. They were provided rooms, rent and phones, as well as private meetings with an American al Qaeda cleric who would later become notorious, Anwar al-Awlaki, at a Saudi-funded mosque he ran in a nearby suburb. They were also feted at a welcoming party. (Bassnan also fled the United States just before the attacks.)
WASHINGTON: Then-Saudi Ambassador Prince Bandar and his wife sent checks totaling some $130,000 to Bassnan while he was handling the hijackers. Though the Bandars claim the checks were “welfare” for Bassnan’s supposedly ill wife, the money nonetheless made its way into the hijackers’ hands.
Other al Qaeda funding was traced back to Bandar and his embassy — so much so that by 2004 Riggs Bank of Washington had dropped the Saudis as a client.
The next year, as a number of embassy employees popped up in terror probes, Riyadh recalled Bandar.
“Our investigations contributed to the ambassador’s departure,” an investigator who worked with the Joint Terrorism Task Force in Washington told me, though Bandar says he left for “personal reasons.”
FALLS CHURCH, VA.: In 2001, Awlaki and the San Diego hijackers turned up together again — this time at the Dar al-Hijrah Islamic Center, a Pentagon-area mosque built with funds from the Saudi Embassy. Awlaki was recruited 3,000 miles away to head the mosque. As its imam, Awlaki helped the hijackers, who showed up at his doorstep as if on cue. He tasked a handler to help them acquire apartments and IDs before they attacked the Pentagon.
Awlaki worked closely with the Saudi Embassy. He lectured at a Saudi Islamic think tank in Merrifield, Va., chaired by Bandar. Saudi travel itinerary documents I’ve obtained show he also served as the ­official imam on Saudi Embassy-sponsored trips to Mecca and tours of Saudi holy sites.
Most suspiciously, though, Awlaki fled the United States on a Saudi jet about a year after 9/11.
As I first reported in my book, “Infiltration,” quoting from classified US documents, the Saudi-sponsored cleric was briefly detained at JFK before being released into the custody of a “Saudi representative.” A federal warrant for Awlaki’s arrest had mysteriously been withdrawn the previous day. A US drone killed Awlaki in Yemen in 2011.
HERNDON, VA.: On the eve of the attacks, top Saudi government official Saleh Hussayen checked into the same Marriott Residence Inn near Dulles Airport as three of the Saudi hijackers who targeted the Pentagon. Hussayen had left a nearby hotel to move into the hijackers’ hotel. Did he meet with them? The FBI never found out. They let him go after he “feigned a seizure,” one agent recalled. (Hussayen’s name doesn’t appear in the separate 9/11 Commission Report, which clears the Saudis.)
SARASOTA, FLA.: 9/11 ringleader Mohamed Atta and other hijackers visited a home owned by Esam Ghazzawi, a Saudi adviser to the nephew of King Fahd. FBI agents investigating the connection in 2002 found that visitor logs for the gated community and photos of license tags matched vehicles driven by the hijackers. Just two weeks before the 9/11 attacks, the Saudi luxury home was abandoned. Three cars, including a new Chrysler PT Cruiser, were left in the driveway. Inside, opulent furniture was untouched.
Democrat Bob Graham, the former Florida senator who chaired the Joint Inquiry, has asked the FBI for the Sarasota case files, but can’t get a single, even heavily redacted, page released. He says it’s a “coverup.”
Is the federal government protecting the Saudis? Case agents tell me they were repeatedly called off pursuing 9/11 leads back to the Saudi Embassy, which had curious sway over White House and FBI responses to the attacks.
Just days after Bush met with the Saudi ambassador in the White House, the FBI evacuated from the United States dozens of Saudi officials, as well as Osama bin Laden family members. Bandar made the request for escorts directly to FBI headquarters on Sept. 13, 2001 — just hours after he met with the president. The two old family friends shared cigars on the Truman Balcony while discussing the attacks.
Bill Doyle, who lost his son in the World Trade Center attacks and heads the Coalition of 9/11 Families, calls the suppression of Saudi evidence a “coverup beyond belief.” Last week, he sent out an e-mail to relatives urging them to phone their representatives in Congress to support the resolution and read for themselves the censored 28 pages.
Astonishing as that sounds, few lawmakers in fact have bothered to read the classified section of arguably the most important investigation in US history.
Granted, it’s not easy to do. It took a monthlong letter-writing campaign by Jones and Lynch to convince the House intelligence panel to give them access to the material.
But it’s critical they take the time to read it and pressure the White House to let all Americans read it. This isn’t water under the bridge. The information is still relevant ­today. Pursuing leads further, getting to the bottom of the foreign support, could help head off another 9/11.
As the frustrated Joint Inquiry authors warned, in an overlooked addendum to their heavily redacted 2002 report, “State-sponsored terrorism substantially increases the likelihood of successful and more ­lethal attacks within the United States.”
Their findings must be released, even if they forever change US-Saudi relations. If an oil-rich foreign power was capable of orchestrating simultaneous bulls-eye hits on our centers of commerce and defense a dozen years ago, it may be able to pull off similarly devastating attacks today.
Members of Congress reluctant to read the full report ought to remember that the 9/11 assault missed its fourth target: them.

I didn't realize that even though the royal family has never made a visit to the state of Israel, that Thatcher was a friend... or at least so far as I know. So I'm correcting my blog with this post.

Calling all Beer Summits!

(CEO) West likened Al Sharpton to a slave in response to his speech delivery during the 50th Anniversary Ceremony of the historic March on Washington earlier this week. Public intellectual Cornel West tore into many of this week’s speeches surrounding the 50th anniversary of Martin Luther King, Jr.‘s “I Have a Dream” speech, accusing everyone from President Obama to Rev. Al Sharpton of “sanitizing” Dr. King’s vision. “Brother Martin himself, I think, would’ve been turning over in his grave,” West said of the event. “[King would have wanted] people to talk about Wall Street criminality, he wants people to talk about war crimes, or drones dropping bombs on innocent people,” he asserted. “Instead,” he lamented, “we saw the coronation of the bonafide house negro of the Barack Obama plantation, our dear brother Al Sharpton.” West went further declaring that Sharpton’s decline was “supported by [MSNBC analyst] Michael Dyson and others who’ve prostituted themselves in a very ugly and vicious way.” West and Tavis Smiley both lamented that black leadership has become “so sold-out” so as not to have the courage to be a “bull in the china shop,” break rank, and talk about “racism, poverty, and militarism” at an otherwise “bought-out” event.
Give West credit. He's a lot more consistent than the other leaders in the black community... when he is sober.

The European Union Is Paying Palestinians for Not Working

The European Union (EU) has not hesitated in making known its criticisms of the State of Israel and its suggestions for boycotts against some Israeli products.  Recently, the EU agency for combating racism has been unable to define the term "anti-Semitism" and has removed the working definition it adopted in 2005.  By contrast, the EU has turned a blind eye to the fact that it has knowingly been paying Palestinians for not working.


This information is revealed in a sober special report, no. 14, of the European Union's  Court of Auditors published on December 11,  2013.  This special report covers the detailed story of the EU's financial support, including direct support, to the Palestinian Authority (PA) that since 1994 has amounted to more than 5.6 billion euros.


The EU supports public services for the benefit of the Palestinian population, but the payment of non-performing civil servants does not serve this objective.  About 24% of those on the payroll of PA health and education ministries, some 60,000 people, are paid but not working.  They stopped reporting to their jobs when Hamas seized power in Gaza.


The new December report outlines the financial assistance given by the EU.  An interim association agreement on trade and cooperation had been signed in 1997 between the then-European community and the PLO on behalf of the PA.  Between 1994 and 2006, more than 2.7 billion euros were given to the Palestinians from the EU's general budget


Another agreement was signed in 2005 between the EU and the Palestinians to support the political and economic reform agenda over the next few years.  Between 2007 and 2012, a further 2.9 billion euros was given from the EU's general budget.


EU funding has increasingly come from the PEGASE (the French acronym for European-Palestinian Management and Socio-Economic Help), the mechanism launched in 2008 to support the Palestinian Authority, officially to help it until the overall political objective of a two-state solution is achieved.  It is the main instrument used by the EU to provide financial assistance directly from the EU budget.


The PEGASE Direct Financial Support (DFS) program, intended to meet recurring expenditures and give support to private-sector businesses,  has provided about 1 billion euros in funding to the PA from 2008 to 2012.  This is more than 10% of the PA's annual revenue and has been an important aid in keeping the PA's budget deficit down.  That overall budget deficit is  $1.7 billion, or 17% of GDP.


In addition, more than 1.3 billion euros was given from DFS.  The EU is the largest donor to the U.N. Relief and Works Agency for Palestinian Refugees in the Near East (UNRWA), having provided  789 million euros to support it.


The DFS funding resulted from the crisis caused by the temporary suspension of aid to the PA after the Hamas victory in January 2006.  A temporary international mechanism (TIM) was set up to ensure direct assistance to the Palestinian population, thus enabling the EU to bypass the Hamas-led government in the Gaza Strip.  Since 2008, the TIM has been replaced by the PEGASE mechanism.


The EU helps the PA meet its obligations to civil servants, pensioners, and vulnerable families; maintain essential public services; and improve public finances.  Part of the present problem is the number supported as part of "vulnerable families," those living in extreme poverty in the West Bank and Gaza, which has increased from 44,000 in 2008 to 60,000 in 2012.  


The PEGASE program provides support for Palestinian development, for delivery of public services, and for essential  services such as fuel to the Gaza power plant to ensure sufficient electricity to people living in Gaza, a supply that has cost 183 million euros.  In a variety of ways, the EU has supported the Palestinian population in East Jerusalem, which it argues should be the capital of a Palestinian state.  In addition, the EU  provides some financial support for businesses destroyed or damaged during the Israeli "Operation Cast Lead" in 2008 to stop Hamas rockets attacking Israel.  About 22 million euros were given to 915 companies.


Criticism of the Palestinians is made politely in the report, but it is clear.  The financial relationship is increasingly in "need of an overhaul," notably in relation to its civil service.  There has been little or no review of public service grades or pay scales. The report questions whether the PEGASE DFS aid to the Palestinian Authority (PA), which has been shown to be incompetent and perhaps corrupt with its finances, can now be sustained.


As a bow to political correctness, the report suggests that the continuing restrictions by Israel on the PA help cause overall fiscal difficulties, and that a way needs to be found to bring Israel to take the necessary steps to ensure that PEGASE DFS is effective.  But the evidence of the report itself shows that Israel's actions have little to do with the plight of the Palestinians.  A major reason for this is that the number of Palestinian beneficiaries has been increasing while funding by outside donors has been decreasing.  Even the EU has decreased its support from 524 million euros in 2011 to 358 million in 2012.


Despite the large amount of money provided by the EU, the PA faced a severe budget deficit in 2012, which led to public finance management problems.  The delay in payment of salaries by the PA led to demonstrations and strikes among civil servants in September 2012.


The EU publicly supports a two-state solution to the Israeli-Palestinian conflict and envisages the creation of a viable, contiguous, and democratic Palestinian state, living side by side with Israel in peace and security.  It recognizes some of the events that have set back the peace process.  The first occurred in January 2006, when Hamas defeated the Fatah party in the Palestinian parliamentary elections.  The EU understood that Hamas does not recognize Israel's right to exist and indeed classifies it as a terrorist organization.


The de facto division of Palestinians occurred when fighting broke out between Fatah and Hamas in June 2007, and Hamas took control of the Gaza Strip.  The EU does not have a contract with Hamas, but it does try to help the Gaza population.  It would do even more by calling on Hamas to stop its terrorist activity and enter into negotiations with and officially recognize the State of Israel.
