Obama and the state department are starting to sound like a Lewis Carroll story. State Department: Yes, missiles have been delivered, it explains, but only "in part." What does this mean? Apparently Obama borrowed this loophole in logic from the Kennedy administration who argued that an attack on Cuba could be avoided because there was a small chance that the Soviets were doing repairs.
