Russia and the EU signed a memorandum of understanding on Tuesday paving the way for Russia's entry to the World Trade Organization (WTO). The document was signed by Russian Economic Development Minister Elvira Nabiullina and European Commissioner for Trade Karel De Gucht ahead of the 26th Russia-EU summit in Brussels later on Tuesday. "We have reached an agreement on all of the key bilateral issues, including export duties on timber and railway tariffs," De Gucht said. He said consultations would be completed in a few months. The Kremlin has been negotiating the WTO entry for 17 years. Several foreign officials have claimed Russia may become a member next year.
