I must say that it gives me a little hope that the knowledge is up there in the Obama admin regarding what is right and wrong regarding Israel. Given the last White House encounter with Netanyahu, I wasn’t expecting Biden to be as pro-Israel as indicated. That said, I don’t think that he speaks for Obama explicitly.

Biden has a nasty history with Soviet Jewish disidents during the Soviet Union years.
Biden and Richard Lugar betrayed the refuseniks and their own rhetoric in a particularly cynical and callous way. Biden even described the best way for the Soviets to address the issue in a manner that would let everyone off the hook for it.
