Representative Ileana Ros-Lehtinen (R-Fl), the chair of the House Foreign Affairs Committee, plans to introduce legislation that would withhold funding from any UN agency that recognizes a state of 'Palestine' that does not come about as the result of a negotiated settlement with Israel.
Ileana Ros-Lehtinen, chairwoman of the House Foreign Affairs Committee, is planning to include the measure in a comprehensive bill to reform the UN she is expected to file in the coming weeks, according to Capitol Hill aides.

John Bolton: US Can Stop PA Initiative by Halting Funds for UN

John Bolton As far back as 1988, the Palestine Liberation Organization (PLO) issued a "declaration of statehood” and changed the name of its observer delegation to the United Nations from the PLO to Palestine.

Secretary of State James Baker warned publicly, “I will recommend to the President that the United States make no further contributions, voluntary or assessed, to any international organization which makes any changes in the PLO's status as an observer organization."

The same James Baker that would later say the Jewish Lobby was too powerful.  My guess is was he was doing Reagan's bidding here and did not particularly feel strongly about this.  If I am wrong, Baker is still alive and he is welcome to correct this and make his feelings about Israel known.
